Aquifer Depletion and the Cost of Water Conservation: The Southern High Plains of Texas Case AgEcon

Irrigated agriculture has played a vital role in the development and growth of the Great Plains Region of the United States. The primary source of water for irrigation in this region is the Ogallala Aquifer. The Southern portion of the Ogallala Aquifer is considered exhaustible due to the low level of recharge relative to the quantities of water pumped. Analysis and evaluation of water conservation policies which could extend the economic life of the Ogallala Aquifer in the Southern High Plains of Texas and Eastern New Mexico, and which could contribute to maintaining the viability of the regional economy is important. Economic Efficiency of Short-Term Versus Long-Term Water Rights Buyouts AgEcon

Because of the decline of the Ogallala Aquifer, water districts, regional water managers, and state water officers are becoming increasingly interested in conservation policies. This study evaluates both short-term and long-term water rights buyout policies. This research develops dynamic production functions for the major crops in the Texas Panhandle. The production functions are incorporated into optimal temporal allocation models that project annual producer behavior, crop choices, water use, and aquifer declines over 60 years. Results suggest that long-term buyouts may be more economically efficient than short-term buyouts.

Economic Evaluation of Wind Energy as an Alternative to Natural Gas Powered Irrigation AgEcon

High natural gas prices have agricultural producers searching for alternative energy sources for irrigation. The economic feasibility of electric and hybrid (electric/wind) systems are evaluated as alternatives to natural gas powered irrigation. Texas Panhandle and Southern Kansas farms are assessed with a quarter-mile sprinkler system, three crops, and two pumping lifts. Breakeven points identify the price at which conversion from a natural gas irrigation system to an electric or hybrid system is cost effective. Results indicate electricity is a more feasible energy source for irrigation and policy changes such as net metering are necessary to make hybrid systems viable.

Effectiveness of Two Water Conservation Policies: An Integrated Modeling Approach AgEcon

Agriculture in the Texas High Plains depends entirely on the Ogallala Aquifer. Texas enacted water conservation legislation to address declining reserves in the aquifer. We developed an integrated regional water policy model that links a hydrology model with an economic optimization model to estimate policy impacts with respect to economic cost and water conservation. Testing the effectiveness of two policies, a groundwater extraction tax and extraction quotas, we observe that neither significantly inhibits groundwater use. Although both policies conserve similar amounts of groundwater, the regional cost of the tax policy to agriculture is more than the quota policy.

Equal or Just? Intergenerational Allocations within Family Farm Businesses AgEcon

A multi-disciplinary literature review was conducted in order to integrate multiple perspectives pertaining to family farm business transfer. Factors affecting perceptions of equality in family farm transfers were identified. Preliminary survey results analyze perceptions of equality within farm families and how these perceptions affect family farm transfer planning and implementation.

Groundwater Policy Research: Collaboration with Groundwater Conservation Districts in Texas AgEcon

The unique nature of the Ogallala Aquifer presents interesting and confounding problems for water policymakers who are coping with changing groundwater rules in Texas. The purpose of this article is to link previous efforts in water policy research for the Ogallala Aquifer in Texas with current collaborations that are ongoing with regional water planners. A chronological progression of economic water modeling efforts for the region is reviewed. The results of two recent collaborative studies are presented that provide estimates of impacts of alternative policies on groundwater saturated thickness, water use, net farm income, and regional economic activities.

Parental Motivation in Family Farm Intergenerational Transfers AgEcon

An intergenerational transfer model incorporating both altruism and exchange is presented for family farm transfers. A simulation study is conducted to test parental motivation in intergenerational transfers of family farm businesses. Results indicated that family farm intergenerational transfers are altruistically motivated.

Due to declining water levels in the Ogallala Aquifer, policy alternatives for extending the life of the aquifer for irrigation and other purposes are evaluated. The study concludes that blanket water conservation policies for the region are likely to be inefficient because of economic and hydrologic differences in the region.

Price Determinants of Ranch Horses Sold at Auction in Texas AgEcon

A hedonic pricing model was used to determine parameters affecting ranch horse prices at two Texas auctions. Color, sex, age-sex interaction, sale order, and consigning ranch were all found to significantly affect price. Sire analysis found that progeny performance records did not significantly affect price.

The Economic Value of Irrigation in the Texas Panhandle AgEcon

The Texas Panhandle relies largely on the Ogallala Aquifer for access to water for irrigated agricultural production. With current pumping rates and slow recharge rates, the aquifer will at some point in the future no longer be an economically viable source of water for agriculture. The objective of this study is to estimate the value of irrigated agriculture to the region. A hypothetical policy restriction is imposed which assumes a one hundred percent conversion to dryland agriculture. The study estimates the economic impact of such a change on producer income and the resulting socioeconomic impacts on communities in the region.

The Impact of Spatial Heterogeneity in Land Use Practices and Aquifer Characteristics on Groundwater Conservation Policy Cost AgEcon

Estimation of agricultural policy cost for a given level of groundwater conservation requires the establishment of an accurate baseline condition. This is especially critical when the benefits and cost of any conservation program are generally estimated relative to the status quo policy or baseline situation. An inaccurate baseline estimate will lead to poor estimates of potential water conservation savings and agricultural policy cost. Over a 60-year planning horizon per acre net present value is as much as 29.8% higher for a study area when aquifer characteristics are assumed to be homogenous and set to their average area value than when the heterogeneity in aquifer characteristics is explicitly modeled.

A 19 county, 50-year dynamic economic optimization model of irrigated crop production is linked to a detailed hydrology model for purposes of improving policy estimates of economic cost and associated water saving of groundwater conservation management policies. Spatial and temporal desegregation, allows planners to target specific areas and improve the accuracy of benefit-cost policy estimates.
